[Conceptual Problems and Technological Development Policies]

Abstract: There are two kinds of conceptual problems in technological development: problems of understanding and problems of assessment. Using the conceptual frame of his recent book on the Philosophy of Technology, and looking to the specific problems posed by the design of technology policies in the developing countries, the author elucidates the basic concepts needed to understand the structure and dynamics of technological systems and the criteria for what he calls internal and external technology assessment.
